Open Letter: Healthcare Providers Call for a Reversal of Cuts to Supervised Injection Sites in Ontario

Dear Premier Ford and Minister Elliott:

We are healthcare providers and healthcare organizations writing to express our deep concern about the recent cuts to Overdose Prevention Sites (OPS) and Supervised Consumption Sites (SCS) in Ontario. These cuts represent a disregard for the preventable loss of life that continues to occur as a result of an opioid overdose crisis and continued inaction around addressing this public health disaster. We call on the provincial government to:
1. Immediately restore funding for all existing OPS and SCS in Ontario, with long-term funding commitments and exemptions
2. Continue to expand access to OPS across the province and ensure that there is no arbitrary limit to the number of sites in Ontario
3. Reconvene the Opioid Emergency Task Force to engage in dialogue with people who use drugs and frontline workers
4. Provide clear provincial leadership and accountability for responding to the opioid overdose crisis, and ensure the rapid availability of resources needed to end this crisis
Late on Friday March 29th an announcement was made that funding to six of the 21 OPSs and SCSs in Ontario was in jeopardy. It is concerning that both Toronto Public Health’s SCS (The Works) and Ottawa Public Health’s SCS were not approved: The Works is Toronto’s busiest SCS, seeing 3000 visits a month, while Ottawa Public Health’s SCS is the second busiest in their city. Two of the sites that were denied funding in Toronto are smaller scale, low-barrier OPS that reach particularly vulnerable communities including homeless women. All of these sites are essential health services. The decision to deny funding puts the lives of people in our communities at unacceptable risk.

As healthcare providers we witness the benefits of supervised consumption on a regular basis. This past fall we delivered a letter to you signed by 862 healthcare providers outlining the wealth of evidence supporting the benefits of safer spaces to use drugs (1). According to Public Health Ontario 962 people died of opioid related causes during the first nine months of 2018 (2). Ontario is facing a growing public health crisis.

Widespread access to safer spaces for people to use drugs is only one piece of a strategy needed to address rising deaths. Poor access to supervised injection, housing and adequate income, lacking access to safer supply programs using prescribed injectable diacetylmorphine and hydromorphone, and the ongoing criminalization of people who use drugs prevent healthcare providers from fully meeting the needs of our clients and communities.

Taking away funding in the middle of a major public health crisis is unconscionable. We urge you to immediately reverse your decision to cut vital supervised injection services, continue to fund new supervised injection services across Ontario and begin a dialogue with people who use drugs and frontline workers about ways to end the preventable loss of life.
